Member States of the United Nations Human Settlements Programme (UN-Habitat) have endorsed a new roadmap to guide global housing policy between 2025 and 2029. The agreement was reached in Nairobi during the second session of the Intergovernmental Expert Working Group on Adequate Housing for All, bringing together national governments, housing specialists, and development partners.
The Working Group established under UN-Habitat Assembly Resolution 2/7 is the first dedicated UN-Habitat body focused solely on housing. It aims to help countries address a global housing crisis affecting nearly three billion people living in inadequate or insecure housing.
The roadmap prioritizes six key areas: affordable housing finance, tenure security, informal settlement upgrading, social housing, sustainability, and improved data for decision-making.
UN-Habitat Executive Director, Anacláudia Rossbach, emphasized that solutions must reflect local realities:
“We cannot achieve sustainable urbanization without ensuring that every person has a safe, secure, and affordable place to live.”
Delegates recommended expanding financing options — including microfinance, community savings, green bonds, and public-private partnerships, and aligning housing investments with climate-resilient development.
The roadmap will guide the implementation of UN-Habitat’s Strategic Plan (2026–2029) and support countries in delivering Sustainable Development Goal 11: inclusive, safe, resilient, and sustainable cities.
